Brought together out of the necessity of
commonality, the new union would need to be bicameral, with Upper and Lower
House provisions. Thus, for review of commerce regulation, and both Executive
and Judicial review of enactments, initiations of administration are
processed. But, individual representation within the republic is gained by two
means: appointment and election.
Appointments are demanded of the state;
To satisfy the "necessary utility" of environmental consideration;
To ensconce and satisfy patronage;
AND
To generate essential commerce traffic.
